How the model works

A budget is not a household spreadsheet. Taxes affect behaviour, growth affects receipts, and Luxembourg's cross-border economy makes estimates unusually sensitive. The model keeps official figures and assumptions separate.

1 · Annual baselines

The voted 2026 State budget is the fixed foundation. Later years show amendments against that foundation, not a complete forecast. The forthcoming 2027 draft has its own prepared comparison section. The borrowing ceiling is not treated as revenue or as the deficit.

2 · Status before politics

Government measures show whether they are an adopted law, a bill, an announcement or a tripartite agreement. Party and institutional origins remain visible but secondary in the advanced library.

3 · Published versus assumed costs

Published costings are used where available. If an official design or party proposal has no dependable annual total, the card says so and the adjustable amount is explicitly a simulator assumption.

4 · Defence trajectory

The defence card compares your target with the official 2.1%, 2.2% and 2.3% GNI path for 2027–2029. The 3.5% NATO core-defence commitment is a 2035 goal, not current spending.

5 · Political lens

Each measure carries a small heuristic economic and social/ecological score. It is explanatory, not a scientific ideology test, and it never changes the fiscal calculation.

6 · Evidence and experiments

Published costings, calculations and open experiments are labelled separately. Scenario inputs are adjustable; social and economic outcomes remain uncertain. There are no invented probabilities of success.
